Congress gets a recess to do whatever they want. They could go back to their congressional districts and take the pulse of the community, go abroad, or chill out.
It's specifically allocated to give them time to go back home to their constituents, so they don't lose touch with the people they are representing. How well that works, who knows.
They actually get less vacation now than they used to, but that makes sense given how much cheaper and faster travel is now.
